...you have the pop-up blocker on or

If your pop-up blocker is on – you may see a message bar at the top of your browser window. Right click on the message bar and select from the drop down menu 'Always ALLOW POP-ups from This Site'

...you do not have JAVA enabled.

If allowing pop-ups doesn’t fix the problem, go to your my WebCT page and click on the 'Check Browser' link.

Scroll down. If there is a green check next to an item related to Java, then you know the problem is not Java related.
